278.08 IMPROVEMENTS.
   The Director of Public Utilities and/or the Department Head of each division of the Board of Public Utilities is hereby authorized to make minor improvements and extensions costing in each case not more than five thousand dollars ($5,000), to the sanitation, waterworks and sewerage systems. However, if the estimated cost of an extension or plant addition is more than five thousand dollars ($5,000), such an improvement shall be presented to the Board of Public Utilities and, if such improvement is approved by the Board and is estimated to cost more than twenty-five thousand dollars ($25,000), the Board shall make recommendations to Council concerning the desired major improvement and Council may reject or authorize such improvement. Council may also authorize and direct of its own volition that certain specific improvements, including the installation of additional fire hydrants, be made to the systems, in which case it shall be incumbent upon the Board to fulfill the directive.
