(a) There is hereby established the position of Director of Public Utilities, such Director to be appointed by the Board of Public Utilities.
(b) The Board of Public Utilities shall employ and shall have power to discharge for cause such Director, who, along with the Board, shall direct the operation, maintenance, enlargement, extension or betterment of the Municipal sanitation, waterworks and sewerage systems in accordance with this chapter.
(c) The Director shall possess such qualifications and shall assume such duties and responsibilities as are set forth in this chapter and as the Board determines. The job description and the classification of the Director shall be approved by Council.
(d) The Director shall receive an annual salary as determined from time to time by Council.
