278.02 COMPOSITION; APPOINTMENT; TERMS; VACANCIES; QUORUM; RULES AND BYLAWS.
   The Board of Public Utilities shall consist of three persons, who shall be persons of outstanding reputation for ability and integrity and who shall be appointed by the Mayor with the consent and approval of Council. Each new appointment shall be made for a term of six years. In the event of a vacancy, and also at least thirty days preceding the expiration of the term of office of any appointed Board member, a successor shall be appointed by the Mayor with the consent and approval of Council. All vacancies shall be filled for the unexpired term. A majority of the Board of Public Utilities at any meeting shall constitute a quorum. The Board of Public Utilities may adopt rules and bylaws for the time and place of its meetings and the conduct thereof.
