(a) There is hereby established a Municipal Health Insurance Fund, the purpose of which is to provide reimbursement to Municipal employees for that in-network portion of otherwise covered medical expenses not paid by the existing Municipal health plan due to a contractual coinsurance factor.

(b) This Fund shall be administered by the City Auditor pursuant to written guidelines promulgated by him or her and furnished to each covered Municipal employee.
