242.07   REVIEW OF APPLICANTS FOR APPOINTMENT AS POLICE OFFICERS, FIRE-FIGHTERS AND POLICE DISPATCHERS.
   (a)   A board is hereby established for the purpose of reviewing the qualifications of applicants for original appointments as police officers, fire-fighters or police dispatchers for the City.
   (b)   Said board shall be composed of three members, who shall serve without compensation, to be selected by the Safety-Service Director and the Chairperson of the Civil Service Commission and to be approved by Council. No member of said board shall be an elected official of or otherwise employed by the City.
   (c)   Said board shall review the qualifications of those individuals certified by the Civil Service Commission to the Safety-Service Director for original appointments as police officers, fire-fighters or police dispatchers for the London Police Department and the London Fire Department. To carry out the duties herein set forth, said board shall interview each applicant certified, review available background information and require applicants to furnish any additional information relative to qualifications for appointment.
   (d)   The Safety-Service Director shall be present during all interviews by said board of any applicant for original appointment as police officer, fire-fighter or police dispatcher.
   (e)   The role of said board shall be to recommend to the Safety-Service Director those individuals from among the applicants certified by the Civil Service Commission who said board feels are most qualified. Nothing herein shall be construed to restrict or limit in any way the appointing authority of the Safety-Service Director.
