The boundaries of the Fourth Ward shall be as follows:
Starting at the western boundary of the City on Center Street, following Center Street east to Main Street, north on Main Street to High Street, east on High Street to Elm Street, north on Elm to Fifth Street, west on Fifth to Walnut Street, north on Walnut Street to Park Avenue, west on Park Avenue to Main, north on Main to Garfield, Garfield east to Elm Street to the northern boundary of the City around to the western boundary at Center Street.
