The boundaries of the First Ward shall be as follows:
Starting at the corner of Park avenue and North Main Street, north on Main Street to Garfield Avenue, Garfield east to Elm Street, north on Elm to the northern boundary of the City, following the northern boundary of the City to Lafayette Street or US Rt 42, southwest into the City on Elm Street, south on Elm to Fifth Street, west on Fifth to Walnut Street, Walnut north to Park Avenue, and Park west to Main Street
