For the purposes of this chapter community based residential social service facilities shall be classified into the following categories:
(A) Category A Facility: A private residence servicing one to four persons who are cared for solely by the private individual or individuals having fee simple title to the parcel of land on which the residence is located.
(B) Category B Facility: A residential facility operated by any person firm, corporation or public or private agency servicing one to five persons, except a facility which qualifies as a Category A Facility, as herein defined.
(C) Category C Facility: A residential facility operated by any person, firm, corporation, or public or private agency servicing six to ten persons.
(D) Category D Facility: A residential facility operated by any person, firm, corporation, or public or private agency servicing eleven or more persons.
