Before holding the public hearing, written notice of such hearing shall be sent by the Planning Commission by first class mail at least 20 days before the hearing to all owners of property within 500 feet of the property in question and to such others as the Commission determines should receive notice. Notices to individual property owners shall contain the same information as required of notices published in the newspaper.
