§ 157.208 TEMPORARY SIGNS.
   Temporary signs shall be permitted subject to the following requirements along with other applicable requirements of the zoning code.
   (A)   Banner signs. Signs that contain text or graphics imprinted on a flexible surface that deforms under light pressure shall be permitted subject to the following requirement.
      (1)   A banner sign shall have a total display area not to exceed 40 square feet in area.
      (2)   A sign permit issued for a banner sign shall only be issued for a period of 30 days.
      (3)   No more than two permits may be issued for a banner sign on any one business establishment in any one calendar year.
      (4)   No more than one banner sign shall be displayed in any one business at a time.
      (5)   All banner signs shall be safely secured to secure supports.
   (B)   Portable freestanding (or sidewalk sandwich) signs. Signs which contain text or graphics imprinted or drawn on a fixed surface that are not affixed to any structure or permanently imbedded in the ground and are located on a property or public sidewalk adjacent to an operating business located within the Downtown Redevelopment Business District shall be permitted subject to the following requirements.
      (1)   No permit need initially be obtained for a portable freestanding sign, but any zoning official may declare that a specific sign does not meet the intent of the provisions of the Zoning Code and require that a permit be obtained.
      (2)   No more than one portable freestanding sign shall be permitted per business.
      (3)   A portable freestanding sign shall have a maximum total display area of six square feet per side, be no more than three feet in height, and have not more than two sides.
      (4)   Portable freestanding signs shall be allowable on the sidewalk in front of the business and shall only be displayed during business hours.
      (5)   All portable freestanding signs shall be safely constructed and placed to not be a pedestrian hazard.
   (C)   Special event signs. Special event signs are temporary signs authorized by the zoning inspector before erection subject to the following requirements.
      (1)   No more than two special event signs shall be placed on a single property and no more than four total special event signs shall be placed in any location regarding the special event.
      (2)   Special events signs shall have a total display area of no more than 40 square feet and shall be no more than three feet in height.
      (3)   Special event signs shall not be illuminated.
      (4)   Special event signs shall not be displayed for more that 14 days before the special event and shall be removed within 48 hours after the event.
   (D)   Residential or commercial development real estate signs. Signs advertising the development of a residential platted subdivision or a commercial platted development shall be permitted subject to the following requirements.
      (1)   A single development shall have no more than two total development real estate signs. Each side of a two-sided sign is counted as a separate sign.
      (2)   Each development real estate sign shall have a display area not to exceed 32 square feet.
      (3)   A development real estate sign shall have a height not exceeding six feet and shall not be closer than ten feet to a property line.
      (4)   The approved temporary development real estate sign shall be removed after 80% of the platted lots are sold or occupied.
