§ 157.203 APPLICATIONS AND PROCEDURE.
   (A)   All signs requiring a permit under these sign regulations must obtain a zoning certificate from the office of the Logan City Service Director prior to the erecting or establishing of said sign. This permit is the responsibility of the building owner and the fee will be the same as for any other building permit/zoning certificate. The Service Director's office may require whatever detailed plans or other information are necessary to obtain approval.
   (B)   The Service Director's office shall then advertise for a zoning certificate according to the regular established procedures of the city and shall approve or deny the permit at the end of said established procedures. The conditions of approval shall be stated on the approved zoning certificate. A denied application may be appealed to the Logan Zoning Board of Appeals through their currently established procedures.
   (C)   All approved sign construction or installation will be inspected and approved by the Logan Service Director or designee. Sign approvals do not need to be renewed.
   (D)   Signs not expressly permitted in this subchapter are considered prohibited: however, the Logan City Planning and Annexation Committee may establish rules for types of signs not anticipated at the writing of this Code.
   (E)   All signs shall meet any provisions of the Ohio Basic Building Code and the National Electric Code in effect at the time of construction.
