As the chief administrative and enforcement official of this chapter, the powers of the Zoning Inspector are strictly limited. The Zoning Inspector may act only in conformance with the strict provisions of this chapter and is prohibited to grant any variance or make any exceptions to the literal interpretation of this chapter. Upon denying any application or permit, he shall inform the applicant in writing of appeal rights to the Board of Zoning Appeals and may assist the applicant, if requested, in completing the appropriate forms. For the purpose of this section, to inform in writing of an applicant's right to appeal may include an appropriate written notice on the zoning permit application.
