This chapter is enacted for the general purpose of promoting the public heath, safety, comfort, and welfare of the residents of the City of Logan; to conserve property values; to facilitate the provision of water, sewerage, schools, law enforcement and other public improvements, facilities, and services; to allow land uses in appropriate locations with full public knowledge; to prohibit certain land uses; to lessen and reduce congestion on public streets, roads, and highways; to provide for the administration and enforcement of this chapter; to provide civil and criminal penalties for violations of provisions of this chapter; and, for any other purpose specified in this chapter, the Ohio Revised Code, or under common law rulings.
