§ 151.13 FINAL PLAT; FINAL COMMISSION APPROVAL.
   (A)   Upon conditional approval, the subdivider may proceed with his improvements and shall submit to the planning commission 4 copies and the original tracing of a final plat for approval by the commission, together with either:
      (1)   A certificate from the city engineer or his authorized representative that all improvements required by these regulations and city ordinances have been installed, or
      (2)   A certificate from the city engineer or his authorized representative that a performance agreement and bond have been duly filed to secure the construction of the improvements, or
      (3)   Proof to the satisfaction of the commission that the improvements will be constructed by the city on petition of the property owners with the cost assessed on the adjacent land according to law.
   (B)   If the plat is in all respects in accordance with the preliminary plat and agreed changes conditionally approved, final approval will be given by the commission and endorsed on the original tracing of the final plat.
