§ 93.03 AUTHORITY OF SUPERINTENDENT OF PARKS, LANDS, AND TREES.
   (A)   The office of Superintendent of Parks, Lands and Trees is hereby created in the Department of Public Service-Safety. The Superintendent shall be appointed by the Mayor, with the approval of Council, and shall be under the supervision of the Director of Public Services-Safety. The Superintendent shall have jurisdiction and supervision over all trees, other plants and grassy areas planted or growing in public places.
   (B)   The Superintendent shall have the authority and it shall be his duty to plant, trim, spray, preserve and remove trees, other plants and grassy areas in public places to insure safety or preserve the symmetry and beauty of such public places. Before these things are performed, there shall be a notice to the residents.
   (C)   The Superintendent shall have the authority and it shall be his duty to order the trimming, preservation or removal of trees or plants upon private property when he finds such action necessary to public safety or to prevent the spread of disease or insects to public trees and places.
   (D)   The Superintendent shall have the authority and it shall be his duty to supervise all work done under permit issued in accordance with the provisions of this chapter.
   (E)   The Superintendent shall have the authority to affix reasonable conditions to the granting of a permit under this chapter.
