(A) No owner or occupant of abutting lands shall fail to keep the sidewalks, curbs, or gutters in repair and free from snow, ice, or any nuisance.
(B) In areas where there is no lawn area or lateral strip between the sidewalk and the gutter, snow and ice shall be placed to the outer edge of the sidewalk. No person shall place snow and ice removed from sidewalks in any gutter or street area without written authority of the director of public service and safety.
(C) Whoever violates this section is guilty of a minor misdemeanor.
