The city may inspect the monitoring facilities of any industrial discharger to determine compliance with the requirements of this chapter. The industrial discharger shall allow the Service Director and any other duly authorized employees of the city, upon presentation of credentials of identification, to enter upon the premises of the industrial discharger at all reasonable hours, for the purposes of inspection, sampling or records examination. The city shall have the right to set up on the industrial discharger's property such devices as are necessary to conduct sampling, inspection, compliance monitoring and/or metering operations.
