The governing body has the power and authority to fix the rates to be paid by electrical consumers. All rates shall be on file for public inspection at the office of the Municipal Clerk-Treasurer. The Municipal Clerk-Treasurer shall bill the consumers and collect all money received by the municipality on the account of the municipal electrical system.
