An owner or primary occupant of a house, building or property used for human occupancy, employment, recreation or other purposes, situated in the village and abutting on any street, alley or right-of-way within the village, is hereby required at the expense of such owner or occupant, to obtain village trash services to dispose of refuse or to provide proof to the Village Clerk-Treasurer of the owner’s subscription to the services of another licensed trash services provider.
