For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
UNLICENSED OFF-ROAD MOTOR VEHICLE. Any gas-motor-driven, wheeled scooter, gas-motor-driven bicycle, all-terrain vehicle, go-cart, minibike, off-road motorcycle, golf cart or other similar motor-driven vehicle for which the state does not issue a title document and does not issue license plates or registration documents. This definition excludes battery-assisted bicycles, commonly known as “e-bicycles,” and electric motor scooters.
