No building permit shall be issued if the applicant or if a corporation, any of its officer, manager, or director thereof, or any stockholder or stockholders owning in the aggregate more than 20% of the stock of such corporation or any of the applicant's professional service consultants including, but not limited to engineering or architectural firm or surveyor, owes any fine, penalty, fee, tax, or debt to the city, unless the payment of such obligation is the subject of a bona fide lawsuit in state or federal court.
