Within 15 days from the date of the first notice to register the rental property, mortgagee, owner, or agent thereof, whichever is applicable, may appeal the determination of an enforcement officer that a property has been determined to be a rental property or is in violation of this subchapter by filing a written appeal indicating the reasons and supporting documents to the city's Code Enforcement Officer. Such appeal shall be heard by the administrative adjudication hearing officer.
