Before any license shall be issued to a licensee, whether it be the initial license, renewal license, or temporary license, a surety bond in the sum of $10,000 shall be filed with the application to guarantee payment by the licensee of any fines or forfeiture, including court costs, imposed upon the licensee for any violation under this chapter.
