(A) Prior to occupancy, the mobile home park shall conform to the following requirements:
(1) The park shall be located on a well-drained site, properly graded to insure rapid drainage and free from stagnant pools of water.
(2) Each park shall provide mobile home spaces, and each such space shall be clearly defined or delineated. Each space shall have an area of not less than 4,000 square feet or four times a mobile home living space area, whichever is greater, exclusive of roadways, provided, however, that mobile home parks which, at the time of the adoption of this chapter, existed lawfully with mobile home spaces that do not comply with any of the foregoing minimum area and width or minimum average width requirements, may continue to operate and shall be excused from such compliance.
(3) The right-of-way for streets is to be 66 feet in width with a travelled portion of the roadway to be 33 feet in width, same to be provided with a curb and gutter, storm drainage construction, open drain for disposal of surface water, and built to city specifications.
(4) The construction of all private streets, driveways, and walkways shall conform to the requirements of the subdivision regulations of the city. All private streets shall have unobstructed access to a public street or highway.
(a) All streets constructed in connection with a mobile home park, no matter where the park may be located, shall be designed and laid out in accordance with the subdivision regulations of the city, except as may be modified by this chapter. The location of all streets within the park shall be subject to the approval of the Planning Commission.
(b) Walks shall be provided for safe, convenient, all-season pedestrian access; of adequate width for intended use, durable, and convenient to maintain, and shall be designed and laid out in accordance with the subdivision regulations of the city, except as may be modified by this chapter. There shall be:
1. Individual walks to each mobile home stand from a paved drive-way or parking space connecting to a paved street.
2. Common walks in such locations required by the subdivision regulations of the city and in locations where pedestrian traffic is concentrated; for example, at the park entrance to the court office and other important facilities. The location of all walks shall be subject to the approval of the Planning Commission.
3. Width, alignment, and gradient of walks shall be appropriate for safety, convenience, and appearance, and shall be suitable for use by both pedestrians and for the circulation of small wheeled vehicles, such as baby carriages and service carts.
4. Walks shall be constructed of concrete in accordance with the specifications of the subdivision regulations of the city, as modified by this chapter. Common walks shall be at least five feet wide and five inches thick. Private walks on mobile home sites shall be two feet minimum width. Sudden changes in alignment and gradient shall be avoided and shall follow street grade where feasible. Required walks are not to be used as drainage ways.
5. Mobile homes shall be so located on each space that there shall be at least a 20-foot clearance between mobile homes, provided, however, that with respect to mobile homes parked end-to-end, the end-to-end clearance may not be less than 20 feet. No mobile home shall be located closer than 10 feet to any building within the park or closer than 50 feet to any property line of the park which does not abut upon a public street or highway. No mobile home shall be located closer than 75 feet to any property line of the park abutting upon a public street or highway. In addition, the mobile home shall be located on the mobile home space in such a way to comply with the setback and side yard require-ments with respect to conventional buildings in the district in which the mobile home park is located, if the requirements are more restrictive.
6. Fencing and hedges are limited in mobile home spaces to three feet in height, and the design and material used for fencing must be acceptable to the Building Inspector.
7. Each mobile home space shall be provided with two paved off-street parking spaces. No overnight street parking shall be permitted. No parkway parking shall be permitted. Each parking space shall be not less than ten feet wide and 20 feet deep.
8. The stand upon which each mobile home is placed shall be designed and built to allow every support point of the mobile home to be located upon a continuous slab of asphaltic concrete. Such stand shall include at least 50 square feet of patio space at the mobile home front door location.
9. Skirting of mobile homes is required and shall be of fireproof material and of uniform appearance. Areas enclosed by such skirting shall be maintained so as not to provide a harborage for rodents or to create a fire hazard.
