(A) Application for initial license. Application for an initial mobile home park license shall be filed with the City Clerk. The application shall be in writing, signed by the applicant and shall include the following:
(1) The full name and address of the applicant or applicants, or names and addresses of the partners if the applicant is a partnership, or the names and addresses of the officers if the applicant is a corporation, and the present or last occupation of the applicant at the time of the filing of the application.
(2) The location and legal description of the tract of land upon which it is proposed to operate and maintain a mobile home park.
(3) The proposed and existing facilities in the park for water supply sewage, garbage, and solid waste disposal, and fire protection.
(4) The proposed method of lighting structures and land upon which the park is located.
(5) The plat plans of the park drawn on a scale of 100 feet to one inch; building plans and specifications for existing buildings and facilities; and specifications for new buildings and facilities, or the proposed alterations in existing facilities, all showing compliance with the provisions of this chapter. The plat plans shall contain, among the other things, the following:
(a) The date on which such plat plans were prepared.
(b) An arrow indicating north.
(c) All mobile home sites shall be properly numbered on plat plans.
(d) Complete information regarding storm sewers.
(e) Storm water run-off shall be shown on a separate plat.
(f) Contour lines at two-foot intervals shall be shown on a separate plat, and the United States Geological Survey data shall be used for the preparation of such plat if no survey is possible.
(g) Grades of driveways and all ditches shall be shown on a separate plat.
(h) All maps and plans must be signed by and bear the seal of a registered professional engineer.
(6) A statement of the fire-fighting facilities, public or private, which are available to the mobile home park. Every park shall be equipped at all times with fire extinguishing equipment in good working order, of such type, size, and number, and so located within the park, in addition to fire hydrants, as to satisfy applicable reasonable regulations of the Fire Department. No open fires shall be permitted at any place. All fire prevention equipment and appurtenances shall be inspected and maintained by the park licensee.
(7) An affidavit as to the truth of the matters contained in the application shall be attached thereto. Where a permit to construct as well as an original license to operate is sought by the applicant, request therefor shall be made in the same applica-tion. Each application for a permit to construct or for an original license shall be accompanied by an application fee and shall be paid to the City Clerk by a separate certified check or United States money order in the amount of the application fee only. The application fee, once paid to the City Clerk, shall not be refunded, providing the license is issued.
(8) The Director of City Services shall investigate the applicant, and inspect the application and the proposed plan and specifications. If the applicant is of good moral character, and the proposed mobile home park will, when constructed or altered in accordance with such plans and specifica-tions, be in compliance with all provisions of this chapter and all other applicable ordinances and statutes, the City Council shall approve the applica-tion, and upon completion of the park according to the plans, payment of the license fee, and filing of the bond as required elsewhere in this chapter, shall issue the license.
(B) Application for renewal license. Upon application in writing by a licensee, and upon payment of the annual license fee, and the filing of a bond as required elsewhere in this chapter, the City Clerk shall issue a certificate renewing such license for another year, providing all the terms and conditions of this chapter and the terms and conditions of the initial license have been and are fully complied with.
(C) Character.
(1) No such license shall be issued to anyone but a person of good character, nor to any corporation if any officer thereof is not a person of good character.
(2) It shall be unlawful to hire or to keep as a manager, superintendent, or person in charge of a mobile home park any person who is not a person of good character, or any person who has been convicted of a felony.
