Criteria for requiring library contributions: subdividers, builders, and/or developers shall be required to contribute for library purposes an amount approved by the City Council by a resolution pertaining to residential impact fees for each dwelling unit constructed in the subdivision or development. The subdivider, builder, and/or developer shall make the cash contribution prior to or concurrent with submission of the application for certificate of occupancy. Payments shall be made directly to the said Library District where the development is located and evidence of said payment shall be provided to the city at the time of the application for the certificate of occupancy.
