No person shall subdivide or develop any parcel of land until a preliminary subdivision plat or development plan has been reviewed by the Plan and Zoning Commission and reviewed and approved by the Corporate Authorities as set forth herein. Plan and Zoning Commission may authorize the simultaneous filing of an application for preliminary and final plat or plan reviews without compliance with separate procedures in particular cases where, in the opinion of the Plan and Zoning Commission, the nature and scope of the proposed subdivision or development does not require separate review procedures.
