No person shall injure or tear up any pavement, sidewalk or crosswalk, drain or sewer or any part thereof, nor shall dig any hole, ditch, or drain in any street, pavement, or sidewalk without due authority, nor shall hinder or obstruct the making or repairing of any pavement, sidewalk, or crosswalk, which is being made under any ordinance or resolution of the city council, nor shall hinder or obstruct any person employed by the City Council or the Chairman of the Committee on streets and alleys or the person employed by him in making or repairing any public improvement or work ordered by the City Council.
