Any person above the age of 12 shall not appear, walk or be in any public park or any municipal building and areas adjacent thereto, or any public way or property owned by the city, in such a manner that the genitals, vulva, pubis, pubic hair, buttocks , anus, anal region, or pubic hair region of that person, or any portion of the breast at or below the upper edge of the areola thereof if the person is female, is exposed to public view or is not covered by opaque covering.
