§ 130.11 ADVERTISING.
   (A)   No person, firm, corporation, or association who, with intent to sell or otherwise dispose of merchandise, securities, service, or anything offered directly or indirectly by such person, firm, corporation, or association to the public for sale or distribution, or with intent to increase the consumption thereof or induce the public in any manner to enter into any obligation relating thereto, or any interest therein, shall make, publish, disseminate, circulate, or place before the public, in this city, in any newspaper or other publication sold or offered for sale upon any public street, sidewalk, or other public place, or on any sign upon any street, sidewalk, or public ground, or in any handbill, or advertisement posted upon any street, sidewalk, or on any banner or sign flying across the street or from any house, an advertisement of any sort regarding merchandise, securities, service, or anything so offered to the public, which advertisement contains assertion, representation, or statement which is untrue, deceptive, or misleading.
   (B)   No person, firm or corporation shall bring or cause to be brought into the city for sale or exhibition, or shall sell or offer to sell, give away or offer to give away, or have in his, their, or its possession with or without intent to sell or give away, any obscene and indecent book, pamphlet, paper, drawing, lithograph, engraving, daguerreotype photograph, stereoscopic picture, model, cast, instrument, or article of indecent use, or shall advertise the same for sale, or write or cause to be written, or print or cause to be printed, any circular, handbill, card, book, pamphlet, advertisement, or notice of any kind, or shall give information orally, stating when, how, of whom, or by what means any of the indecent and obscene articles and things hereinbefore mentioned can be purchased or otherwise obtained, or shall manufacture, draw and expose or draw with intent to sell, or to have sold, or print, any such articles.
   (C)   No person or persons shall place any billboard, show-board, or show or display bill, or other advertising matter upon any bridges or retaining walls abutting a highway, or upon any telephone, telegraph, or public service poles or ornamental street light standards on any of the streets or alleys in the city, or in or upon any motor vehicle while the same is parked upon any public street, alley, or highway in the city without the consent of the owner of such motor vehicle expressly given therefor, nor shall any person or persons distribute, circulate, hand out, or dispose of any handbill, circular, pamphlet, or dodger, by leaving or depositing the same in any public place or upon any public street, alley, park, or parkway, or throw or cast the same upon any porch or sidewalk, so as to be likely to blow about the streets of the city.
