(A) No person shall congregate with others on the sidewalk, street corners, or within the parks or public grounds of the city and provoke or organize or engage in a breach of the peace, or provide a serious annoyance to the owner or occupant of property, pedestrians, motorists, or other persons by threatening, insulting, or abusive conduct to them, or by obstructing, impeding, or hindering the free flow of pedestrian or vehicular traffic.
(B) No person shall refuse to move on when ordered to do so by a peace officer.
