No business entity or person shall cause or engage in the business or activity of a peddler, solicitor, or canvasser within the city without first obtaining a license therefor as provided in this subchapter, provided that no such license shall be required for peddlers and solicitors dealing only in books, periodicals, and publications; however, such persons shall be registered as provided in § 114.03.
