The fee for such licenses shall be the sum of $100 per year or, for any number of consecutive days for a period less than one year, the sum of $3 per day. No such license shall be issued to any but a person of good character. The Chief of Police shall make or cause to be made an investigation into the character of each applicant and shall report the results thereof to the City Clerk before any such license shall be issued.
