No license shall be issued hereunder unless the applicant shall file with the application a certificate by an insurance company authorized to do business in the state certifying that the applicant has in force and effect sufficient insurance to defray any potential liability incurred pursuant to the Liquor Control Act of the state. The certificate of insurance must also include, as an additional insured party, the owner of the building in which the applicant's business is situated.
