§ 111.02 LOCAL LIQUOR CONTROL COMMISSIONER.
   (A)   The Mayor of the city shall be the Local Liquor Control Commissioner and shall be charged with the administration within the city of the appropriate provisions of this chapter. There shall be paid to the Local Liquor Commissioner an annual salary in the amount pursuant to § 30.031.
   (B)   The Local Liquor Control Commissioner shall have the following powers, functions, and duties with respect to licenses:
      (1)   To grant, suspend for not more than 30 days, or revoke for cause all local licenses issued to persons for premises within his jurisdiction;
      (2)   To enter or to authorize any law enforcement officer to enter at any time upon any premises licensed hereunder to determine whether any of the provisions of this chapter or any rules or regulations adopted by him or by the state commission have been or are being violated, and at such time to examine the premises of the licensee in connection therewith;
      (3)   To receive complaints from any citizen within his jurisdiction that any of the provisions of this chapter, or any rules or regulations adopted pursuant thereto, have been or are being violated, and act upon such complaints in the manner hereinafter provided;
      (4)   All powers and duties granted, or which may hereafter be granted, to the local liquor control commissioner by the state.
      (5)   To appoint any other member of the city council to serve as Deputy Local Liquor Control Commissioner, which person shall have full authority to exercise any of the powers and duties enumerated herein, except as the commissioner may specifically exclude by such appointment. Such Deputy Local Liquor Commissioner may be appointed to serve at the pleasure of the Local Liquor Commissioner but not beyond the term of officer of the appointing commissioner: and may be appointed either (a) to act in the absence of the Local Liquor Control Commissioner, or (b) to act in lieu of the Local Liquor Control Commissioner.
