It shall be the duty of all persons owning property or premises which shall be furnished with sewer and water facilities by public sewer and water supply accessible to their property to connect their property with the public sewer or drain and cease the use and maintenance of any and all outside vaults, toilets, closets, or privies on their property within 60 days after the completion of the public sewer and water supply.
