No person shall place or deposit at any place in the city, any dead horse, cow, hog, dog, or the carcass or remains of any animal whatever; and every person violating the provisions of this chapter shall, in addition to any fine hereinafter imposed, also pay all expenses of removing and burying the same, which shall be taxed and collected as costs against such persons.
