Any factory, warehouse, storehouse, grocery, bakery, meat, or department store, or shed or barn, or other building within the limits of the city which is kept, maintained, or managed in such manner as to allow dust, sweepings, chaff, nauseous fluids, gases, odors, or other material or substance to escape or issue onto any public street, alley, lane, or avenue, or any adjoining property so as to become offensive or interfere with health or comfort of any family or neighborhood is hereby declared a nuisance.
