§ 91.69 FEES: DETERMINATION; PAYMENT; ADJUSTMENT OF FEES.
   (A)   Except for sidewalk sales sponsored by and operated for the exclusive benefit of not-for-profit organizations, the fee for a permit required by this division shall be $5 per company or location of sale.
   (B)   Fees shall be paid at the time the application for a permit is made; no permit shall be issued unless the entire fee, if required, is paid.
   (C)   The City Clerk shall determine the amount of the fee, if any, to be paid in accordance with the provisions of this section. If the fee paid is greater than the amount actually due, as computed on the actual number of participating companies or sales locations, the City Clerk shall refund any overpayment. If a balance is owed to the city, the City Clerk shall see to it that the fee is paid.
   (D)   The Chief of Police shall report the actual number of participating companies or sales locations.
