§ 91.16 ENGINEER TO MAKE PROFILE.
   In all cases of public improvements an engineer shall be directed to take the levels and prepare a profile showing the grade of same and submit it to the City Council for their approval, and in no case shall the City Council order such improvements to be done by ordinance or otherwise until such profile has been approved.
