Numbering on east and west or easterly and westerly streets shall begin at State Street and streets shall be known as East or West, Ninth or Tenth Street, and so on throughout the city. The first number assigned shall be 100, as 100 East Ninth Street or 100 West Ninth Street; the even numbers shall be assigned to the north side of the street, the odd numbers to the south side. In crossing each intersecting north and south street the numbering shall commence anew with 200 or 300 depending upon the number of blocks east or west of State Street.
