§ 91.02 BASE LINE FOR NORTH-SOUTH STREETS; NUMBER ASSIGNED; DIRECTION PREFIX.
   The numbering on each street running in a north and south or a northerly and southerly direction and commencing at Thornton Street or Thornton Street extended westerly, except in Blocks one and two, shall be as follows:
   “The property line in each block shall be measured off in distances of 20 feet and a number assigned whether improved or not improved. The first number assigned shall be 100, and the first number in each block thereafter south or southerly shall be 200 or 300, and the like, according to the number of the east and west intersecting street north. The even numbers on each street shall be assigned to the east side of the street, the odd numbers to the west side. In blocks one and two the numbering shall commence at points midway in the area that was the first street in the city and proceed in like manner northerly except the word north or N. shall also be assigned.”
