(A) Any person who is found violating any provisions of this chapter other than those sections related to parking shall be given a copy of a bicycle violation notice, in a form as approved by the Chief of Police, and a copy of the form shall be mailed to the parent or legal guardian of any violator under the age of 18 years.
(B) Where a person violates such provisions of this chapter on three occasions in a one-year period, the person shall be notified to appear at a time and place designated by the safety officer for a clinic on bicycle safety to be given by or at the direction of the Safety Officer. This notice shall also be given to the parent or legal guardian of a violator under the age of 18 years.
(C) If the violator does not appear for the safety clinic as notified, the Safety Officer shall then notify the parent or legal guardian of such failure to appear.
