The Chief of Police shall designate a person or persons to record statistical data concerning the violation of this chapter, beginning one year from the date hereof and annually thereafter, with a copy of such annual report to be furnished to the City Council. Where a violator had not more than two violations within a one-year period, his or her name shall be permanently removed from such records.
