(A) Annual ten-hour permits for the parking of motor vehicles between the hours of 8:00 a.m. and 6:00 p.m. are hereby authorized to be issued, to be effective from January 1 to December 31 of each year or to be issued on a monthly basis.
(B) Such permits shall be issued to any person requesting the same upon the payment of an annual fee of $100 or $10 per month which shall permit the parking of a motor vehicle or vehicles as herein specified. Such person shall be supplied with a parking permit sticker for each vehicle owned by him.
(C) Annual permits for the overnight parking of motor vehicles between the hours of 6:00 p.m. and 9:00 a.m. are authorized to be issued to be effective from January 1 to December 31 at an annual fee of $160 or $15 per month. Such person shall be supplied with a parking permit sticker for each vehicle owned by him.
(D) Parking under such permits shall be permitted only in the city Hamilton Street parking lot where designated or any other areas designated by the City Council.
(E) No person who has not paid for a parking permit sticker or who does not display a parking permit sticker shall be permitted to park in the Hamilton Street parking lot or in an area designated by the city which has been properly marked “By Permit Only.”
(F) The parking permit sticker shall be displayed on the rear window driver's side of the motor vehicle.
