The Director of City Services shall cause parking meters to be installed in parking meter zones in such numbers and at such places as in his judgment may be necessary for the regulation, control, and inspection of the parking of vehicles therein, taking into consideration the reservation of loading zones for commercial vehicles, and he shall cause parking meter spaces to be designated as provided in this chapter.
