Detailed plans and specifications prepared by an Illinois registered professional engineer, of the pretreatment facilities proposed to be constructed shall be submitted to the Lockport Sanitary Sewer Department for review and must be acceptable to the Lockport Sanitary Sewer Department before construction of the facility is commenced. The review of such plans shall in no way relieve the user from the responsibility of modifying its facility as necessary to comply with this chapter. Within a reasonable time after the completion of the wastewater treatment facility, the user shall furnish its operations and maintenance procedures for the Lockport Sanitary Sewer Department to review.
