The purpose of charges and fees is to provide cost recovery from the industrial users of the city for the implementation of the program established in this chapter. The applicable charges or fees shall be set forth in the schedule of charges and fees to be prepared annually by the Superintendent and approved by the City Council. All significant industrial users shall apply for a wastewater discharge permit.
