Except as otherwise provided herein, the Superintendent of the Lockport Sanitary Sewer Department shall administer, implement, and enforce the provisions of this chapter. Any powers granted to or duties imposed upon the Superintendent may be delegated by the Superintendent to other Lockport Sanitary Sewer Department personnel.
