(A) The purpose of this subchapter is to establish procedures for enabling persons to contest or dispute administrative actions to which these procedures are made applicable.
(B) Unless otherwise specifically provided in this chapter, the procedures set forth in this subchapter shall apply to enable persons to dispute or contest bills rendered for water and sewer services.
